Tim Jones who is an old Austin-based e-mail junkie some may know, posted 
the following to me along with an old jaxon cartoon of skyscrapers 
surrounding Town Lake and a wall to hold back the teeming masses of 
South Austin.

To Connie; no one corporation would likely take the risk of building an 
exposed pipeline across Afghanistan without US government guarantees of 
its safety. It would be naked infrastructure begging to be sabotaged 
under any likely political scenario, given the situation of many armed 
and hostile ethnic factions since the mid-1980s; it would be the world's 
stupidest possible place to build such a pipeline for oil or gas.

Don't know.  Jack Jaxon used to hang with Gilbert Shelton and the
early '60s ghetto crowd.
Sort of one of the Furry Freak Brothers group of comix writers back
in 1963. Wrote for a UT underground pub. I can't remember the name
of.  Helped change my life, that's for sure.
Maybe Roger Baker knows if this is the same guy.  Something
familiar....
