Yep, it sounds fishy to me, too. 
I got a couple of interesting tickets a couple of weeks ago in Selma. The cop told me he stopped me because my inspection sticker had expired, then he mentioned that I had not renewed my registration this year. I had paid the fee but I lost the sticker before I had a chance to affix it, which he confirmed by the state computer. Then he said, incredulously, that my driver's liscense was also expired--some chores are just too boring to remember to do. Well, I high tailed it to Austin and disposed of all three functions in just a a couple of hours. It was like a miracle. It will remain to be seen if the judge in Selma will be so kind as to dismiss the tickets since I remedied them expeditiously. I'm planning to plead "someheimers".

Got stopped by men in black and ticketed for no proof of insurance. It was under the seat lost. Big black SUV with blue light on the dash  and three guys all in black with big guns. Looked at all my stuff. It must have been the bat sticker? They gave me a ticket for no proof of insurance which is payable to FEDERAL COURT in Atlanta. They said I could fax the proof of insurance a number on the ticket. Ok thats cool enough.
