Your choice of words is deceiving. If you already have a hand brake then you
don't need to install one. If your hand brake is already installed and not
working because it broke, then you need to identify what broke: the handle?
the cable? What kind of car do you have? Do you still live in Marin? If so,
the hourly rate at local shops is likely to be quite high but the work will
be done right...
I would think that a repair would cost you about one hour's labor plus
parts. On most cars, not so expensive. On some, all repairs are expensive.
As for the blocks, sounds like a good idea to me. Might get kind of messy in
the rain. Why don't you call or drop by some reputable shop and tell your
problem and ask them for an estimate. They will likely schedule an
appointment and solve your problem.
