the CoA. This parking meter hurdle, in addition to record gas prices, are making 
it less attractive to shop and recreate in the downtown area. People out and 
about in the downtown reduces crime, and increases sales in the venues that 
collect and pay state, county and city taxes. Driving away the people presence 
is counterproductive.
