All natural resources belong to the republic of Mexico. While growing up in state of DurangoOn a ranch, my family just held their breath hoping oil or gold would not be found It would have meant seizing land, no compensation. of living there. So that is not a case of free money appropriated from 
the wealthy. Likewise in Norway. Their North Sea oilfields (now pretty 
much played out) were considered to be owned by Norwegians. Those monies

massive Sovereign Wealth fund. I don't know if individual Norwegians get
