Yes it is newly built, about 12 stories high. We were very sad because 
it hid the green arched top of the county prison at 11th and Nueces. 
Luckily, it is north of the spire of the 19th century Women's Club which 
we can still see. So all is not lost. In fact, all is lost, personally 
speaking, because the arrow of time flies in one direction only. But you 
already knew that.

So far as I know, it has no name, it's just there. It took some years to 
rent it out because it is so blah. However, it is an invariable rule 
that all new rent housing no matter how blah is invariably fully rented 
out and so it was for the blah building. But you already knew that.
