[flow-tools] resolving AS-no. to names other than ARIN

If IP_PKTINFO is defined struct in_pktinfo is expected to exist.

You can try adding
#undef IP_PKTINFO at the top of ftlib.h

If your system can not support IP_RECVDSTADDR or IP_PKTINFO the destination
IP of the exporter will show up as 0.
