[flow-tools] solved flow-tag connondrum

i did some source code digging and found out that in_tbl[] had something to 
with the input and output filter. thus it could be an interface problem. 
i checked my configuration file and notice that i wrote c instead of 12 in the 
input filter. so i said what the heck and changed it to 12. and it worked!
