As I understood it, the sign-up period was up 10-13-00, but all receipts had to be dated by 9-31-00.  This is what my FSA office finally said.  They earlier had said that 9-31-00 was the sign-up deadline.  I think their internal instructions were not very clear or looked at very closely.  
Next year, they plan on lamb and wool subsidies, but not ram and infrastructure costs.  The lamb subsidy is for slaughter lambs that are inspected to have certain qualities.

  Why they wanted you to think the sign-up period was over on 9-1-00, I'll never know.  The REAL signup period was over on 10-13-00! (Friday the 13th).  Even the folks at FSA thought it was over on 9-1 until I showed them what I downloaded from USDA.  That's why I got in under the wire. Sorry you weren't able to, Mary.  As my hubby is fond of saying,"That's how they get you."
