In my experience, it could be a number of things leading to the lamb not
being able to stand.  We have generally been advised to give BoSe to new
lambs.  I think we've done 1/2 cc in the past, but we have been primarily
in Maine with selenium deficient soils.  Your vet should know what to
give.  I had a ewe lamb who just passed away this fall.  Her whole first
week I was out there every 3-4 hours to get her up on her feet to nurse. 
She made it through that week (so did I, exhausted) and began to nurse on
her own.  I did find out that she had that bellybutton infection, but I am
still not sure that the two situations were related.  My vet at the time
got her through that infection, though I have read that survival rate is
low and I don't know how good a conventional vet would be with that (I'm
meaning where infection enters through the bellybutton and begins to
affect joints, etc.  I don't think it's white muscle, but called something
else).  My vet uses homeopathy.  If this lamb has a strong constitution, I
 would go for it and give her a chance.  Size doesn't always indicate
much.  I've had a few lambs that were small when they were born, but did
fine.  A friend who raises Cotswolds had one one time that fit in her
pocket and she fed with an eye dropper that looked small but quite fine
when I saw it several months later.
