[Jacob-list] Border Collie Rescue - URGENT

Is there anyone on the list who is near the Watertown, New 
York area who would be willing to assist in a border collie 
rescue. It would entail adopting a border collie from a 
shelter there and then releasing it to the border collie 
rescue. All expenses for the adoption would be reimbursed. 
Transportation to the rescue would be provided. The border 
collie is pictured on Petfinder.com and is hooked to the wall 
by her collar. Not even a chain, the collar is hooked 
directly to the wall. I was stunned by the picture. Anyone 
willing to help is asked to contact Terri at
