How about this: The graduated field fencing or combination livestock panels should have close enough spacing on the lower part to discourage small dogs. For insurance, run a single electric strand 6 inches off the ground around the exterior of the fence. You don't even have to use a high output fence charger, since you will already have slowed the critters down, and it doesn't take much of a shock to discourage a dog.
