I liked Tara's description of Jacob sheep, with one exception.  Jacob fleeces do often contain kemp, but should not contain "hair."  If they do have hair-like fiber, which is much different than kemp due to a longer, finer, texture similar to our own hair, the fleece is dual-coated and therefore the animal is not eligible for registry.
I would also like to point out that the Bradford count in the JSBA breed standard states 44-56 (26.40-36.19 microns) under the Acceptable category.  Under the Unacceptable/Disqualifying category, notice that fleeces grading 60 Bradford count or finer and 40 Bradford count or lower are not passed for registry, giving an allowance for a bit coarser or finer than 44-56 Bradford count.
