In sheep, I think it refers to Occipital Condryl Deformity. (might not be spelled correctly). Fred knows a bunch about it and I hope he'll chime in with his explanation. We had a ram once that we thought might have it, but examination of the skull proved he didn't. It's pretty much what you said, but it's specific to one area and is caused by an abnormal bone growth that pinches the spinal cord where it goes up through the skull.
