<P>The way Virginia and DC has gotten around the FCC verdict is that every radar detector emits a reference beam that the device uses to compare the incoming signals with. The signal is minute in strength and very hard to detect (which explains why the police's radar detector "detectors" are so useless), but it provided enough cover for those states to pretend that radar detectors violate the ban on "emitters".</P>
<P>When I lived in Virginia I was told by a police officer that they caught most radar detector users by simply observing their driving; if they saw someone suddenly hit the brakes near a building with an alarm/a street light/or other false positive signal generator, they knew the driver was using a radar detector and would stop him if they felt like it.<BR><BR><BR>Regards, </P></DIV>
