The same in most European countries and I know for sure in Holland and Belgium.
I receive in California free 24 hrs a day the Dutch TV thru a satellite. I am able to see my favorite sports soccer, speed skating and bicycle racing.

The licence fees support the BBC. It's basically a subscriber system and you become a subscriber by buying a receiver. Australia had a similar system from about 1928 until 1972 with licence fees supporting the Australian Broadcasting Commission (ABC), except here we had commercial radio and TV supported by advertising as well. Until the late 1960s I think there was no commercial broadcasing in the UK.
