In Frolkin/Kornilov's problem, why not retract

1.g2-g3+ a6(a7)-a5 2.c2xNd3 Nc5(b2)-d3 3.b3-b4 Na4-c5(b2) 4.b2-b3 Nb6xPa4 5.a3-a2 Nc8-b6 6.Re8-e7 Ne7-c8+ 7.a2-a3 Nc8xQ(B)e7 8.Q(B)f8-e7 Ne7-c8+ 9.Qg7-f8 Qh8-h7 10.Bh7-g6 Nc8xB(Q)e7 11.Kg6-f6 Ke5-f4 etc.

but the stip is "last 16 halfmoves?" and it seems black's first retraction is already inexact.
