The awards for the informal tourney in feenschach 1997/98 were recently
posted on the RetroCorner. The problem by Frolkin & Kornilov receiving a
commendation seems cooked. I would have preferred to contact the authors
directly, but I don't have their adresses.

In the intended retroplay White starts: -1.Nd2 c2-c1=N -2.Nf3 Kb1 -3.Ng1
Ka1 -4.Nh3 f3 -5.Nf2 Kb1 -6.Nd1 Kc1 -7.Nb2 Bb1 -8.Qa1 h3 -9.Ra2 Kd1
-10.Na4 etc., so Black has the move and mates by 1.. Ne2#.
The RetroCorner reports a complicated try where Black starts the
retroplay; but this possibility still seems feasible, with a simple
retroplay: -1.. c2-c1=N -2.Qc1 f3 -3.Qd2 h3 -4.Na3 Kb1 -5.Nb5 etc.,
where White has the move and mates by 1.Qb2#.
Did I overlook something?
