[Retros] I'll say it again...cooked!

Ryan,
    I am trying to understand this, although as you know I don't care much 
about cylinders.  (Long ago I had one in Problemist, a mate in 1 in which the 
 solution changed, uniquely, for each of hor.cyl, vert.cyl., anchor rings (2) 
and moebius strips (2).  The idea was later extended by the coauthor to 
include two Klein Bottles.)

    If the rules of chess are amended tomorrow such that the "50" in the 50 
moves draw rule (no captures or P moves) is changed to 250, would you regard 
all the prior compositions as cooked?
