If somone at the "Speaker's Corner" tells the audience about a new chess
problem, is this a "publication" in your opinion? (It's clearly
"bringing to the knowledge of the public".)

If a problem is printed, then everyone can look at it any time later, in
the worst case in some huge library. This is more difficult for a
problem put on a Web page, because the Web page may disappear and there
is no copy around. It is even more difficult for a problem posted to a
mailing list. Does publication imply some kind of persistence?

(I do not have a problem with the rule that mails to a mailing list are
considered as publication, but I'm really interested in what the Codex
says about the man at the Speaker's Corner ;-)
