If moving the pawns in order isn't required, this can even be done in 11.5 
moves:

rn1q2nr/ppp1pp1p/1Q1p2pk/8/PPPPPPPP/8/bb6/RN2K1N1
13+16  Proof game in 11.5 moves  (C+)
