[Retros] DR vs forced ep: what rule predominates?

Please note than under rule 5.1, resignation ends the game immediately no 
matter who was on the move.  Would one read Rule 3.7(d) to require an e.p. 
capture that was available and being contemplated by a player whose opponent, after 
making the two-square advance, resigned immediately thereafter?
