[Retros] Are the King and the Rook pieces or what?

Sorry, more needed.  There is also evidently a policy to the effect that 
castling is essentially a move by the King, rather than by the rook.  Otherwise 
why would the frustrated intent nevertheless require a King move and excuse a 
Rook move.

That is peculiar.
