You basically already answered your own question: It means what the source
has defined for it. In StrateGems and The Problemist, it means 'Not
(fully) computer-tested), in other magazines and publications (e.g.
WinChloe) it means cooked.
I personally prefer 'C+ [possibly with mention of program/version]' for
correct, 'C?' for unknown and 'C-' for cooked.
