This is at most 8 moves:

1. e4 d5 2. Qe2 Qd7 3. Kd1 Kd8 4. Qe1 Qe8 5. Sc3 Sf6 6. Sd5[Pd7] 
Se4[Pe2] 7. Sc3 Sf6 8. Sb1 Sg8

I have the feeling that this can be improved, but I haven't found 
anything in less than 8 moves yet.
