It is not as bad as all that, when you limit yourself to one fairy
condition at a time. But when you combine two or more conditions, anything
goes in many cases. Usually the composer is happy when the solver he
happens to use declares the problem C+; but this of course may depend on
the solver. It is practically impossible to clean up the mess arising when
multiple conditions are used; there are just too many combinations.
