I just read the WCCT-announcement in Die Schwalbe. As far as I can remember, previous WCCT's never included retros, but in WCCT-10 there will be a 'retros/proofgames' section. There is currently a 'call for themes', you can send a theme proposal to your local WCCT-organiser, as far as I know. Joost
