[Retros] storing retro problems in the problem databases

Dear retro-friends,

It would be nice if all future retro problems published in journals could be
stored systematically in PDB, WinChloe & YACPDB.

This would at least stop us digging the hole deeper. Follow-up steps could
include:
- dealing with historical backlog in journals.
- considering a subset of the problems published more informally (matplus,
France-Echecs, problemchess.net, here in RML etc).

Obviously, this is a much broader problem than just retro, but maybe it's
easier to tackle this more limited scope.

What would it take to make this happen?
