I checked for the fuse and found a 10 amp red fuse attached to the top
of a relay bolted to the firewall. I assume that is the fuse you are
referring too. It tested good. So I guess I'll have to get into the fan
area for further testing.

Check the foil 30 amp fuse in the separate holder just a few inches to
the side of the main fuse box and bolted to the inside of the engine
firewall.  Jumper to see if your fan kicks on.  If it does, just pick up
a new foil fuse at MB for under $3.  If it does not kick on, I would
access the fan under the passenger foot well and (WITH IGNITION OFF)
force the fan blades by hand to see if the motor is frozen.  If frozen,
you'll need to pull the fan and see if a little lube and inspection of
the spring/brushes will allow it to be re-vitalized.  If not, you are in
need of a replacement unit.  If the blades move freely, apply 12 volts
directly to the fan leads to narrow the problem to either the fan speed
resistor or possibly the ACC head unit.
 
Good luck.   Timing on these kinds of things is always bad.
