I guess "pj" = "partie justificative" (so the near-coincidence with
PG = proof game is coincidental). I don't think AJM was trying for
a uniquely reconstructible game, only a demonstration that promotion
can happen in a legal game with all pawns (Pawns?) royal, which already
requires some thought.

I don't think this is quite "exact" either, e.g.
3 h4 Nh6 4 h5 Nf5 5 Bf6 gxf6 6 Nh3 Ng7+ 7 h6 f5.
Thus also 1 h4 e6+ 2 h5 etc.

neat idea, though.

If Kings are not royal then maybe this attempt at a (S)PG11.0 works:

NDE

1 b3 e6 2 Bb2+ Qf6+ 3 Bxf6 gxf6 4 h4 Bd6 5 h5 Ne7 6 h6 0-0 7 Rh5 Re8
(7...Kg7+? 8 hxg7#) 8 Rd5 Kg7+ 9 hxg7 Ng6 10 g8R! (g8Q#?) Re7 11 Rh8+ Nxh8
